开始文章之前，先揭晓答案：川普的移民禁令，对现状几乎零影响。

您可能感觉不信：这总统都推文了，新闻里川普要“暂停移民”都已经传了好几圈了，这还有假？你不会是要骗我继续办移民吧？

新冠疫情目前在全球蔓延，截止到今天发文时，美国的确诊病例已经超过50万。同时，由于新冠疫情引发的经济震荡也已经初现端倪，美国的失业人口显著增加。根据《财富》杂志最新的估计，失业率已经达到14.7%，仅4月4日一周就有660万人申请失业补助。[i] 与之形成鲜明对比的是，在新冠疫情席卷美国以前，美国的失业率只有3.5%。据《纽约邮报》预测，即使疫情控制后经济复苏，美国的失业率可能也将在6%-10%之间浮动，持续到2021年。[ii]

最近随着新冠疫情在美国的蔓延，各州以及联邦政府的管控措施也不断升级。3月18日，移民局宣布取消面向公众的当面服务；3月19日晚，加州州长宣布州内除生活必需活动外，所有活动暂停，居民留守家中。

一系列的举措出台后，宋和孟律师事务所陆续收到很多客户问询，想了解相关移民政策对自己正在进行中、或者将要进行的移民申请的影响。也有客户关心目前本所的运营是否仍然照常，这里和大家一并说明一下。

鉴于新冠疫情的蔓延，2020年3月13日周五，美国总统特朗普宣布美国进入全国紧急状态，以便联邦政府能动用更多资源抗击疫情。在周五宣告之前的这一周里，美国各州陆续出台自己的疫情控制政策，包括禁止大型集会，各类民间组织纷纷行动：体育赛事NBA/NFL等取消赛事，迪斯尼环球影城等停止营业，各大校区宣布停课，或者改成远程授课，越来越多的公司启动员工远程工作计划。

2020年2月27日，中国司法部发布的《外国人永久居留管理条例》（征求意见稿）（以下简称《条例》）在网络上引起剧烈反响。网友们对《条例》有褒有贬，一时间众说纷纭。

在此之前，坊间曾有戏言，“中国绿卡”全世界最难拿。从数据来看，确实可以看到“中国绿卡”每年给出的数额很少。在开放“中国绿卡”之初的几年间，中国每年通常发几百张绿卡。[i]同样的大体量经济体美国，每年发放绿卡数目在100万张左右，其中人才类的绿卡有14万张。[ii]当然，美国原本是个移民国家，不可完全参照。不过我们也大约可以从数据中，看到中国绿卡的珍稀程度。

2019年12月6日，移民局在官网上通知，确认2020年抽签的H1B将采用网上注册的方式，先注册后申请。注册窗口期为2020年的3月1日至3月20日。

可能不少申请人觉得这个新闻已经听了好久了，这次是否又会是雷声大雨点小，最后不了了之呢？宋和孟律师事务所的孟小洁律师认为，这次移民局看起来是动真格的，前期做了一系列的铺垫动作并且广而告之，所以2020年H1B抽签实行网上注册势在必行，明年的申请人应当提前做好准备。
