2018年9月12日，国务院发布了十月份的签证排期表。从今年十月份的新财政年度开始，EB1类别排期全面常态化，正式宣告了EB1进入排期时代。十月签证排期表中，中国大陆以及印度申请人排到2016年6月1日；其他国家和地区申请人排到2017年的4月1日。

宋和孟律师事务所从2016年起就开始关注EB1排期倒退的问题。虽然2016年8月份是EB1史上第一次出现排期，“只是暂时的，但是，在政策不变，而其他职业移民类别未见好转的情况下，只要大家的移民热情不减，孟小洁律师对EB1的名额吃紧问题持不乐观态度。”详情请参见《EB1排期倒退6年，到底影响了谁？》没想到才过了两年，EB1已经进入排期全面常态化的时代。
